EBONYI ASSEMBLY PASSES BILL ON ESTABLISHMENT AND REGULATION OF EBONYI CORRECTIONAL SERVICE

The state House of Assembly has passed A Bill for a Law to Establish and Regulate the Ebonyi State Correctional Service, to Ensure Human and Effective Management of Offenders, Promote Reformation, Reintegration, and Public Safety, and to Make Provisions for the Administration of Custodial and Non-custodial Services in the State and for Related Matters111person"
  The Speaker therefore, put the motion on voice votes, and it was unanimously accepted. The plenary was however, dissolved to Committee of the whole, for the house members to dot their i's and cross their t's, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro,  and seconded by the Member representing Ohaozara West State Constituency, Hon. Onu Ukpai.
  However, the house thereafter, reconvened to plenary for the Chairman to resume his seat as the Speaker and report progress, through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and seconded by the Member representing Edda East State Constituency, Hon. Stephen Orji Igwe.
  Reporting progress, the Speaker of the House, Rt. Hon. Moses Ije Odunwa, said that having  considered the bill at the committee of the whole, the law which will be cited as, HAB NO 008 of 2024: which is a Bill for a Law to Establish and Regulate the Ebonyi State Correctional Service, to Ensure Human and Effective Management of Offenders, Promote Reformation, Reintegration, and Public Safety, and to Make Provisions for the Administration of Custodial and Non-custodial Services in the State and for Related Matters, directed the Acting Clerk of the House, Mrs Edene Uche Blessing to draw up a memo, notifying the State Governor, Chief Francis Ogbonna Nwifuru, the successful passage of the bill.
Earlier, there was a matter of urgent public importance, raised by the member representing Izzi West State Constituency, Hon. Abiri Godwin Abiri, on the need to rehabilitate the road leading to the quarters of the State Chief Judge and the Speaker of the State House of Assembly. Hon. Abiri emphasized the needs to rehabilitate the road, adding that it will help to save life, highlighting that prevention is better than cure.
  "And in view of that Mr Speaker and Honourable Colleagues, I urge and raise this motion that the House should direct the Commissioner for Works to immediately put that road in order to avoid loss of lives"
  The Motion was seconded by the Member representing Afikpo East State Constituency, Hon. Oluchukwu Ukie Ezeali.
  The Speaker of the House, Rt. Hon. Moses Ije Odunwa, said that the motion was timely, as rehabilitation of the road will help to prevent loss of lives, and however, put the motion on voice votes, and it was unanimously accepted. The Speaker therefore, directed the Acting Clerk of the House, Mrs Edene Uche Blessing, to do a memo to the State Ministry of Works and Transport, and other related Ministries, Departments & Agencies (MDA's), the resolution of the House.
  Meanwhile, the House also considered A Bill for a Law to Establish Ebonyi Lotteries and Gaming Board, Ebonyi State Lotto (EB Lotto) EB Lotto to be Concessionable to be a Private Operator and for Related Matters.
  The private Member bill, was sponsored by the Leader of the House, and Member representing Afikpo West State Constituency, Rt. Hon. Ikoro Kingsley Ogbonna, the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke, and the Member representing Onicha East State Constituency, Hon. Ifeanyi Ogba. 
  However, the bill passed first reading, and the Leader of the House, Rt. Hon. Kingsley Ikoro, expressed the needs, for members of the House to study the bill carefully, before it will pass the second reading, and therefore, moved a motion, to let the bill, be discussed in another legislative day, and the motion was seconded by the member representing Ezza North East State Constituency, Hon. Kelvin Kenechukwu Okeh.
  The plenary was therefore, adjourned to another legislative day through a motion that was moved by the Leader of the House, Rt. Hon. Kingsley Ikoro, and Seconded by the Member representing Abakaliki North State Constituency, Hon. Victor Chidi Nwoke.
